  1. Preheat oven to 350 F.
  2. Cook the ground beef in a pan on the stovetop, chopping as it browns. Set aside.
  3. Heat a large frying pan on medium or medium-high. Add in all the vegetables (celery, red pepper,  peas, and yellow onion) and cook until done. Leave in pan and set aside.
  4. In separate mixing bowl add tomato paste, Worcestershire sauce, dried basil and stir.
  5. Put beef, vegetables, and tomato paste mixture together and stir well.  Then, scoop the mixture into a prepared baking dish.
  6. For the topping, blend cooked cauliflower, with milk, cheese. Cover the veggie/meat mixture with the cauliflower mixture and then put in oven and cook for 30 minutes.
